Public Hearing on the Concept Document of the Renewable Energy Support Mechanism
The Energy Regulatory Office (ERO), in cooperation with the European Bank for Reconstruction and Development (EBRD), held today a consultation meeting on the Concept Document for the Renewable Energy Support Mechanism, which was open for public consultation from August 18 to 5 September 2025.
The Support Mechanism is based on Law No. 08/L-258 on the Promotion of the Use of Renewable Energy Sources, with the aim of creating a sustainable support framework for renewable energy sources (RES), ensuring transparency and avoiding market distortions.
The document sets out the main principles for drafting the new rule, where one of the key elements is the functioning of the Renewable Energy Operator (OER), a role that will be exercised by KOSTT, under the Market Operator license, with responsibility for managing the Renewable Energy Support Fund (RES Fund) and representing it as a contracting party to renewable energy producers.
At the same time, the document defines the method of financing the RES Fund through the Renewable Energy Obligation (REO), as well as the procedures for its calculation and review by ERO, harmonizing with the regular tariff review process and with the possibility of extraordinary reviews in special circumstances.
During the meeting, ERO presented the findings and proposals of the document as well as the comments received during the public consultation process. This meeting brought together stakeholders from the energy sector and beyond, including representatives from energy supply and generation activities, licensed enterprises for transmission, market and distribution services, as well as representatives of banks and other relevant stakeholders, with the aim of ensuring that the process of finalizing the rule is based on comprehensive consultation and transparent regulatory practice.
ERO expresses special gratitude to the EBRD for its continued support and contribution to the advancement of the energy sector in Kosovo.
