ERO has published the Concept Document for the Rule on the Support Mechanism for Renewable Energy Sources and invites all stakeholders to provide their comments. The document, prepared by ERO and its advisors with the support of the European Bank for Reconstruction and Development (EBRD), presents the basic principles for drafting the rule and aims to ensure an open and inclusive public consultation process. Comments received during this phase will serve to improve and finalize the draft rule.

 The document outlines the primary functions of the Renewable Energy Operator (REO), which will be funded through the Renewable Energy Support Fund (RES Fund) under the Renewable Energy Obligation. In accordance with the decision of the Government of Kosovo, KOSTT has been designated to perform the functions of the REO under the Market Operator license, managing the RES Fund and serving as a contracting party for renewable energy producers. The document also addresses support mechanisms for prosumers, liquidity management to ensure stable and predictable payments, and procedures for determining and reviewing the REO.

 ERO invites all stakeholders, including energy producers, suppliers, customers, civil society organizations and public institutions, to provide their comments by 5 September 2025 at the email address info@ero-ks.org. In line with previous practices, ERO will draft Responses to Comments and invite stakeholders to a consultation workshop. ERO thanks stakeholders for their active participation in its regulatory policies. The consultation process ensures that the regulatory framework is transparent, financially sustainable and in line with international best practices.
