The thirteenth (XIII) session of the Board of ERO

The Energy Regulatory Board (ERO) in its thirteenth (XIII) session in a row for this year, held today on November 16, 2022, has reviewed and approved the Rule for the Authorization Procedure for the Construction of New Generating Capacities.

Within the framework of the requests in this session, the Board has reviewed and approved two requests for a license for the wholesale supply (trade) of electricity, and has approved the regulatory parameters for KOSTT and KEDS for the period 2023-2027. The ERO Board has reviewed the initial monitoring reports for KOSTT and KEK, after the review the ERO Board has decided that the reports will be sent to the parties to provide their written comments on the violations found, within fourteen (14) days from the receipt of the reports.

Also in this session, the ERO Board reviewed the final assessment regarding the findings presented by the ERO professional staff in the Monitoring reports and approved the proposal for administrative measures with fine to KESCO in the amount of €8,4 million and to KEDS in the amount of €2,7 million.

In this session, the Board has approved several other proposals for operators in the electricity sector in Kosovo related to the Rules for Explicit Daily Allocation of capacity at the limits of the bidding areas served by the Office of Coordinated Auctions of Southeast Europe (SEE CAO), as well as proposed amendments to the code for access to land and buildings.

In this session, the Board approved 14 requests for obtaining the authorization of the construction of solar panels for self-consumption, of which 9 were submitted by natural persons and the rest from various enterprises with a total of 503kW.

Some consumer complaints and other issues related to the functioning of the sector as well as the Energy Regulatory Office were part of the review by the Board.
