Kosovo Advances Energy Transition Through Study Visit to Sweden on Guarantees of Origin

The Energy Regulatory Office of Kosovo (ERO), with the support of the project “Energy Transition and Climate Mitigation” of LuxDev, the Luxembourg Agency for Development Cooperation. funded by the Grand Duchy of Luxembourg – had undertaken a study visit to Sweden during November 2025 as part of its ongoing efforts to align Kosovo’s system for the issuance of Guarantees of Origin (GoO) with the European Energy Certificate System (EECS).

This initiative represents a critical step toward Kosovo’s demonstrates the country’s commitment to meeting the requirements of the EU Acquis Communautaire by establishing a transparent, harmonized, and credible certification system for renewable energy.

The study visit was hosted by the Swedish Energy Agency, the national authority responsible for issuing Guarantees of Origin and managing the EECS registry in Sweden. The program also includes interactions with the Swedish Energy Markets Inspectorate, which oversees disclosure of electricity. The visit provided ERO Kosovo with the opportunity to gain practical insights into how Guarantees of Origin are issued and managed under the EECS framework, to understand the role of the Swedish Energy Agency and other relevant institutions in the GoO system, and to learn from Sweden’s experience in integrating with EU networks.

Discussions covered the legal, technical, and operational frameworks that underpin the Swedish GoO system, including registry systems, EECS rules, oversight and lessons learned in developing a robust certification framework.

ERO Kosovo presented the current structure of Kosovo’s electricity system and highlighted the progress made in developing a national policy and legal framework for Guarantees of Origin. This exchange of experiences and best practices provided valuable input for Kosovo’s ongoing reforms and capacity-building efforts.

This study visit represented an important milestone in Kosovo’s energy transition and integration with European mechanisms for renewable energy tracking and certification. By learning directly from Sweden’s experience, ERO Kosovo will be better positioned to finalize its legal and technical readiness, strengthen institutional capacity, and implement a Guarantees of Origin system that meets European standards.

The outcomes of this visit will contribute to building a transparent and reliable framework for renewable energy certification in Kosovo, reinforcing the country’s commitment to sustainability, market integration, and compliance with EU energy and climate policies.
